Robert M. Weaver

Senior Project Manager

Mr. Weaver is a project manager with over 30 years' experience in the fields of environmental impact assessment, water resources planning and development, water quality and public policy. He specializes in working directly with regulatory agencies and understanding the requirements and implications of federal, state and local regulations on the management of natural resources in the Rocky Mountain region.

Mr. Weaver has broad expertise in the legislative and regulatory environment governing natural resources, including the National Environmental Policy Act (NEPA), the Clean Water Act, the Endangered Species Act, the Federal Land Management and Policy Act, and the Fish and Wildlife Coordination Act. He also has substantial familiarity with county land use regulations in many Colorado counties.

His most recent experience includes extensive NEPA compliance work for the USDA Forest Service in conjunction with various National Forest System land management decisions regarding remediation of erosion impacts from roads, mining operations, and the development and operation of ski areas. He has also managed several studies related to water supply systems and the implementation of watershed planning programs in the Eagle River and Blue River basins. These efforts involved the analysis of instream flow and water quality issues and water supply systems operations.

Prior to joining Hydrosphere, Mr. Weaver held a number of noteworthy positions including an appointment by Colorado Governor Richard D. Lamm to represent the Colorado Environmental Caucus in the formulation of plans to meet the future water supply needs of the Denver Metro area. In that capacity, he coordinated the efforts of the Caucus and a team of engineering, economic and environmental consultants in developing a long range water supply plan for the Denver area as an alternative to the proposed Two Forks Dam. He also served as Executive Director of Colorado Trout Unlimited, a non-profit membership organization concerned with the protection and management of cold water fisheries. As lobbyist for the Colorado Rivers Council, he helped develop legislation establishing a program for protection of instream flows in Colorado and played a key role in the campaign for designation of the Eagles Nest Wilderness area near Vail, Colorado and the Flat Tops Wilderness Area near Glenwood Springs, Colorado.

Mr. Weaver's work has been published in a number of conference proceedings.
